Immediately after her appointment, the Rat Czar’s office is thrust into chaos when opposing interest groups arrive.

Trying to slow the growing rat population, Kathy and her team deposit rat birth control all over New York. Unfortunately, the city’s teens discover this plan and try to use the rat birth control as their own.

In an attempt to better understand the rat population, Kathy goes undercover as a rat. Meanwhile, her staff must respond to a crisis without her when a roach infestation is discovered.

After going viral for another embarrassing mistake, Kathy resorts to stopping all fun in the office.

Kathy throws a block party to increase community awareness, but a surprise visit from the mayor throws the event into chaos.
